Whose bright idea was to leave the transitions between the existing roadway and the milled surfaces being readied for resurfacing?

The transition just after Fairview, Conn. heading towards Echo Lake Road is so high it makes you feel like you're participating in the car chase from the movie Bullitt!

The rest of the transitions are poorly marked by a single "bump" sign and the transition by the Vreeland store isn't even marked.

The difference in height is between 2 1/2 and 3 inches. Are these people working for Mavis Tire out on 23?
